Oxfam Ireland (OIE) has been implementing Ireland’s Civil Society Partnership (ICSP) for a Better World, a five-year programme funded through Irish Aid in seven countries in Southern and Eastern Africa including the Democratic Republic of Congo (DRC), Malawi, Somali(land), South Sudan, Uganda, Zambia, and Zimbabwe, with 22 implementing partners. Funding for the programme started on the 1st of January 2023 and will run until 31st December 2027. It aligns with Irish Aid “A Better World” policy framework, as well most of its 13 Thematic and Process Outcomes that were disseminated in November 2024. Review proposals (technical and financial as described above) and related queries should be sent to alexandra.lenton@oxfam.org by COB 4th May 2026. They should not exceed 5 pages excluding CVs, references and annexes. Proposals from applying candidates should contain the methodological approach, review plan, budget (including information on fees), division of tasks for team members where applicable. Proposals should also include the total number of days needed to undertake this exercise. (This includes the preparatory work, literature review and desk study, development of the data collection tools, and all necessary field work, including training, to carry out data collection, data analysis, report writing and findings presentation, validation and dissemination and all the work as per the deliverables highlighted in the timeline above). Please also include two written samples of previous work, at least one of which is an evaluation. Selection will be based on the following criteria: Quality of methodological approach, feasibility, etc. Experience and competencies of the reviewer(s) Financial viability and value for money for costs associated with the delivery of activities as laid out in the proposed methodology Quality including innovation of ideas relating to methods proposed, implementation, validation, presentation of results Any questions regarding this TOR should be sent to the same email address.
